Student Attestation for Professional Licensure and State Certification Programs
Many professions and certifications are governed by state and professional regulations. These regulations often dictate specific educational requirements for professional licensure or certification. For this reason, some programs at Vance-Granville Community College (VGCC) that lead to professional licensure and certification may not meet the educational requirements of all states and territories. VGCC is committed to transparency to ensure that students are informed about which programs align with the educational standards and requirements of each state so students can make informed decisions.
Attestation: Ensuring Compliance and Awareness
Federal regulation, § 668.14(b)(32) requires all programs offered by institutions of higher education that prepare students for occupations requiring programmatic accreditation or state licensure to meet those requirements in the state where the institution is located. Additionally, for students who are enrolled in distance education programs, the program must meet the requirements for licensure or certification in the state where the student is located at the time of initial enrollment or in the state where a student attests they intend to seek licensure/employment. Attestation is a vital tool to ensure students make informed decisions with full awareness and consent.

Do these attestation instructions apply to me?
These instructions apply if you are:
- A prospective student seeking to enroll in a professional licensure or state certification program on or after July 1, 2024,
- Located outside the state of North Carolina,
- Enrolling in a program that does not meet licensure requirements in your current state, but
- You intend to work in a state where the program does meet licensure requirements.
Why is completing an attestation necessary?
You must complete an attestation to:
- Disclose your location at the time of initial enrollment and future plans for employment.
- Acknowledge that you have been informed by Vance-Granville Community College that the program for which you intend to enroll is not designed to meet the educational requirements for licensure or certification in the state where you are located.
- Attest that you intend to seek employment in a state that meets the educational requirements for licensure and certification.
- Confirm that VGCC has provided program advising and alternative options and resources related to your pursuit of professional licensure or state certification.

Notification and Student Attestation Process
The following information outlines the steps and procedures for completing the attestation process for VGCC students who wish to enroll in professional licensure and state certification programs that do not meet the educational requirements of their state or territory.
Upon acceptance or changing their program of study to a professional licensure program, you will receive written notification indicating whether the program meets the educational requirements for licensure in your home state.
Carefully review the provided information to understand the licensure requirements for your intended state or territory after graduation. Please note that this information does not account for changes in state laws or regulations related to licensure or certification that occur after this disclosure. If the student is located in a state where the program does not meet educational requirements for licensure, an advisor or program staff member informs them that they are ineligible to enroll in the program.
Academic advisors or program staff are available to help you understand the licensure requirements for your state to help you explore alternatives. If you have questions, reach out to the program contact listed on the Professional Licensure Disclosure Statement of your chosen program.
If you are ineligible and intend to seek employment in a different state from where you are located and for which the program meets licensing requirements, you may submit a Student Attestation: Professional Licensure Programs Form.
The completion and submission of the form confirms your understanding of the program’s licensure limitations and outlines your plan for obtaining licensure or certification after graduation.
Attestations will be reviewed by the Admissions Office or a program staff member. You will be notified about your eligibility to enroll in courses for your first term in the program.
Notes for Prospective and Current Students
If your state location changes during enrollment, you must complete the change of address form in myVGCC. If the new location does not meet educational requirements, you will be notified within 14 calendar days of VGCC receiving the address change.
Relocation can impact your ability to continue the program and meet licensure eligibility. Inform the Admissions Office and program staff member if your location changes to ensure all requirements are met.
If you are a current out-of-state student who changes their major to a program that leads to professional licensure or certification, you may need to complete the attestation process to confirm your if you intend to seek licensure and employment in a state where the program meets the necessary requirements.
